The Islamists, quoting the Q'uran, divide the world into two parts, Dar al-Islam and Dar al-Harb.

Dar al-Islam is the Zone of Islam (and please to remember the translation of Islam: Submission).
Dar al-Harb is the Zone of War.
Note that anything outside the Zone of Islam (Islamic states ruled under shari'a law) is a Zone of War, until it submits and becomes part of the Zone of Islam.

In any siege, the question is: are you shooting in or are you shooting out?
