Democrats aren't

Seems the Democratic Party, in an attempt to regulate voting patterns based on behavior in previous elections, penalized areas where Hillary would otherwise get delegates and boosted delegates in areas where Barack is strong.
Oops...
And so much for the old 'one man, one vote' deal, huh?
