A microchip implant that allows terrorists to speak to God (or Allah, depending)
The implant is specifically designed to be injected directly into the forehead. When properly installed, it allows the terrorist to speak to God. It comes in various sizes, generally from .223 to .50 caliber (photo).
The exact size of the implant will be selected by well-trained and highly skilled technicians, one of whom will also make the injection. No anesthetic is required.
