Rico says that would be, of course, Sam Gamgee at the very end of Lord of the Rings.
While Rico is back from far lesser adventures than those suffered by Master Gamgee, he did have a nearly week-long vacation in New Orleans with his father. The streets, since there was (fortunately) no major festivities going on, were about as deserted as this (see photo below); Rico has been there during Mardi Gras, and won't be again...
