According to a report by Breitbart News, the ruling was handed down yesterday by the same three-judge panel that struck down California’s “good cause” requirement in February. “The Baker decision says that it remands for further proceedings consistent with Peruta,’ but the writing is on the wall,” Eugene Volokh wrote at the Volokh Conspiracy, a legal blog hosted by the Washington Post.
California is presently appealing the ruling, but Orange County has announced it will comply with the ruling. Nine states are “may issue” states, but Delaware and Connecticut have been “shall issue” states in practice. Five states have “constitutional carry”, while another 36 states are “shall issue” states by law.
