The, the, dammit

Rico says the story below pushed him over the editorial edge, and he's gotta say something. Publications like The New York Times (and others) should know better, but it seems they don't.
There are (at least) two countries in the world whose names properly start with 'the': that would be the Ivory Coast and the Ukraine, not 'Ivory Coast' and 'Ukraine', dammit...
