The good news: Sandra Cantu is no longer missing.
The bad news: They found her body inside a suitcase in a pond.
The unknown news: They still don't know who took her, or why.

Rico says he hopes that Janet Theissen, the police chief of Tracy, is right, and that they find whoever did this. He also hopes that's she's wrong, and they don't "bring them to justice", but she's probably right, and his revenge theories will get frittered away in the usual legalisms...
