Not sure what's appropriate here

The Seattle Post-Intelligencer has the story:
A Carnation, Washington couple faces criminal charges for what King County sheriff's investigators say is one of the worst cases of child abuse they've seen. The man, 43, and woman, 44, were arrested on suspicion of first-degree criminal mistreatment of their 14-year-old daughter, a felony. They were booked into the King County Jail and released the next day. The Prosecutor's Office is reviewing the case.
When a deputy first spoke to the girl, she looked pale and weighed 48 pounds. She told police that her mother disciplined her by restricting her water intake, allowing her only a half-full Dixie cup each day. Her parents mainly fed her toast and she hadn't been to a doctor in years, according to the sheriff's office. The girl and her brother, 12, were forced to sleep on their parents' floor so they wouldn't sneak out to drink water. The parents would block the door with a heavy dresser after the girl was caught sneaking out to sip water from the toilet, the sheriff's office reported. "She was afraid her mother would hear the faucet running," Sheriff's Sergeant John Urquhart said.
In one instance, the mother duct-taped the girl's hands behind her back and dunked her head in the toilet as punishment, the sheriff's office reported. The sheriff has been investigating since 13 August, after a neighbor called Child Protective Services to report screaming from the home in the 31200 block of Northeast 114th Court. Both children were placed into foster care, Urquhart said. The girl was admitted to Seattle Children's Hospital and Medical Center for severe malnutrition and was hospitalized for two weeks. "It's the worst case this detective has ever seen and he's been in the Special Assault Unit for 16 years," Urquhart said. The mother, a housewife, restricted her daughter's showers to one every two or three weeks and monitored her to keep her from drinking water. The children were reportedly home-schooled, but had not been making required appointments with the school district for years, Urquhart said.
Rico says he's at a loss to know just how, but they should bring in experts from the old country to torture these people...
