Breo, circular logic

GSK, for whom Rico used to work, has an odd television commercial for Breo, it's asthma control medicine, that seems to display quite circular logic, saying that you use it if your 'inhaled cortico steroid' doesn't work, then returns you to using an inhaled cortico steroid once you need to stop using Breo.

Rico says he is, as usual, confused...
