It's, of course, simple

Rico says it's simple: if the government shuts down because of the self-serving stupidity of Congress (which is, sadly, redundant), then EVERY member of Congress needs to be voted out at the next election, even if we have to vote in a couple hundred baboons and wildebeests to replace them (as if we'd even notice the difference).
