Self-delusion is a powerful drug

Rico says he has a friend (actually, a friend of Kelley's) who's gone totally off the rails over the Boston Marathon bombing, and has convinced himself (via videos like those below) that the whole thing is a massive government conspiracy... (Exactly what that would be in aid of, as Rico asked him, is apparently a whole 'excuse to impose martial loaw' delusion.)
