That whirring sound...

John Bacon has an article in USA Today about a Virginia town trying to distance itself from the Civil War:
A civil war will be fought in historic Lexington, Virginia on 2 September, when the City Council votes on a controversial ordinance that would ban the display of Confederate flags in the town where Robert E. Lee and Stonewall Jackson are buried.
The local paper, The News-Gazette, reports that the ordinance would restrict the flags flown from standards on city light poles to three: the flag of the United States, the flag of the state of Virginia, and a yet-to-be designed city flag. The ordinance does not prohibit individuals from carrying other flags in public, or displaying flags on private property.
The controversy erupted in January, after the City Council approved display of historic Confederate national flags and Civil War-period Virginia flags during the week preceding Lee-Jackson Day. The flags had to be removed before the actual Lee-Jackson Day celebration in favor of American flags for the Martin Luther King Jr. Day weekend.
H.K. Edgerton, a former NAACP president and Confederate history activist who opposes the ordinance, led a march with the flag this morning. The Stonewall Brigade of the Sons of Confederate Veterans has planned a larger Save Our Flags rally before the meeting.
Foes of the ordinance say displaying the Confederate flags pays homage to Virginia's heritage, and provides a boost to tourism.
Mayor Mimi Elrod, hoping to keep the hearing from getting out of hand, established guidelines for public comment, such as a firm three-minute speaking limit, and no arguing among audience members, the paper says. Harassment or the threat of violence toward the City Council, staff, or other members of the public will not be accepted, Elrod says.
Brandon Dorsey, camp commander for the Stonewall Brigade, says participants on his side of the issue are being told to honor the legacy of General Robert E. Lee with good conduct.
Rico says that, if the South is gonna rise again, they better get on the stick. But he bets good money that the meeting will be, shall we say, contentious...
