Shoes? Got 'em

Rico says all India has to do is put the word out to its 1.1 billion people for a worn-out pair of shoes (figuring not everybody in India's going to have a spare pair, that's still probably half a billion shoes), load 'em up in some high-flying aircraft or a medium-range rocket or two, and drop them all over Pakistan. Given the shoe-smacking problem the Muslims have, at four pairs a head it'll surely cause conniptions among the population. (Rico says hee, hee, hee; psychological warfare on the cheap, and no nasty side effects once the bruises go away...)
