A bicycle as get-away vehicle

Rico says he has to give the guy credit; it's hard to run a plate on a bike; of course, since it is felony stupid we're dealing with here, the guy did dump the bike in a trash bin a few blocks away. At this rate, they'll get him, sooner rather than later...
